What is a Phase I Assessment?

A Phase I Environmental Assessment identifies environmental concerns for your property.  It allows you to accurately assess certain risks before either the purchase of a property, or preparation for its sale.

The purpose of a Phase I Environmental Assessment is to identify, to the extent feasible, recognized environmental conditions in connection with the property. At The Lighthouse Companies, we perform assessments in general accordance with ASTM Standard E 1527.

What is included in a Phase I Assessment?

Our Phase I Environmental Assessments are in full compliance with ASTM 1527 and Innocent Purchaser Act, and include the following steps:

  • Onsite visual inspection of the property and surrounding properties, including an assessment of general land use and occupants of the area.
  • A review of data in relation to the site’s geology and hydrology.
  • An examination of owner provided documents and records.
  • An assessment of prior land use and development of the site utilizing fire insurance maps, city directories, and aerial photographs.
  • Interviews regarding site history with knowledgeable parties.
  • An assessment of current land use and activities at the site, including whether there have been prior hazardous material or waste management events on the property.
  • A review of federal, state, and local regulatory agency records of the property.
  • Presentation of a detailed written report on all findings, including identified environmental concerns and recommendations

 

What is the ASTM Standard?

The ASTM standard was developed in order to qualify for the Landowner Liability Protections offered by the Small Business Liability Relief and Brownfields Revitalization Act of 2002 (the “Brownfields Amendments”), in an attempt to achieve “all appropriate inquiry.”  The ASTM standard was also developed to provide current owners, prospective buyers, lending institutions or other interested parties with qualified professional judgments concerning the presence or likely presence of a petroleum/hazardous substance release or substantial threat of a release of a petroleum/hazardous substance.
